Solicitation # OET27007085
The State of Rhode Island is establishing a Master State Agreement under solicitation OET27007085 to identify qualified firms for pre-need and pre-event emergency management and homeland security services. This agreement is available for use by state agencies, municipalities, and quasi-public government agencies. The contract has an initial duration of three years with a potential two-year renewal option. To be eligible for the qualified vendor list, technical proposals must achieve a minimum score of 80 out of 100 points. Evaluation criteria include the firm's office location, key personnel resumes, evidence of similar project completion within the last five years, and knowledge of Rhode Island laws and agencies. Required submissions include a technical proposal, a detailed fee schedule for equipment and materials, audited financial statements from the past three years, and certifications regarding lobbying, debarment, and drug-free workplace requirements. Additionally, firms must provide a certificate of insurance and, for those bidding on resource distribution or debris management, post a performance and payment bond of 1,000,000 dollars. The initial response deadline is November 20, 2026, with subsequent responses reviewed quarterly until January 31, 2029. Awarded contractors must comply with Minority Business Enterprise goals and adhere to various federal and state non-discrimination and equal opportunity mandates. Performance for debris management is specifically noted to limit time and material payments to the first 70 hours following a disaster event, and all services must be delivered throughout the stricken areas of Rhode Island as directed by the State.
