Opt 1 Exercise of KINGS BAY/MAYPORT HARBOR SUPPORT TUGS

The Military Sealift Command is seeking information to determine whether to exercise an option for seven U.S.-flagged, Jones Act-compliant, tractor-like tugs to support harbor operations at Sub Base Kings Bay, Georgia, and Naval Station Mayport, Florida, with operations extending into the surrounding navigable waters and out to the continental shelf. The tugs must be capable of being directed to any berth, dock, anchorage, wharf, roadstead, submarine line, or alongside any vessel, barge, lighter, submarine, craft, hull, derrick, or other object as required, while remaining always afloat except in waters where working aground is customary and safe. Each tug must be classed by an IACS member, feature a 360-degree propulsion system, deliver a bollard pull of 100,000 pounds forward and stern and 80,000 pounds side pull, and maintain a seven-day endurance. Additional requirements include a firefighting system capable of 3,000 GPM at the fire pump with 360-degree coverage at 1,000 GPM and 125 PSI, capstans and winches able to handle 8-inch lines with specific load and speed ratings, and communication systems meeting U.S. Coast Guard and FCC standards for inland and international waters, including a 2-30 MHz transceiver at 100 watts, a loud hailer, and VHF radios. The proposed contract structure consists of a one-year base period followed by two one-year options and one 335-day option, with performance scheduled from July 1, 2026, through May 31, 2030. The contract will follow a Firm Fixed Price with Reimbursables pricing model, though specific daily and after-hours rates have not yet been determined and will be proposed by respondents. Interested parties must be financially capable of fulfilling the requirement, provide complete vessel specifications including certification, classification, dimensions, speed, draft, and station-keeping performance, submit copies of USCG DCO or COI, and clearly state their small or large business status under the NAICS code 488330, which carries a size standard of $47.0 million.
