OSHA Staff Training RFP 2026

The Los Angeles Housing Department is soliciting certified and qualified contractors to provide mandatory occupational health and safety training for approximately 155 inspection personnel and support staff. This training must comply with Cal/OSHA standards, Title 8 of the California Code of Regulations, and the Municipal Construction Inspector Memorandum of Understanding No. 5. The scope of work includes both in-person and remote courses covering critical safety topics such as asbestos and lead awareness, bloodborne pathogens, ladder safety, heat illness prevention, and confined space entry. The initial contract term is scheduled to run from January 1, 2027, through December 31, 2029, with the possibility of two additional one-year extensions. The selection process is not based on lowest cost alone; instead, it utilizes a weighted evaluation system where proposers must achieve a minimum score of 70 to be considered for funding. Preferences are available for Local Small Businesses or Local Transitional Employers. Contractors must adhere to strict compliance requirements, including the City of Los Angeles Business Inclusion Program, the Living Wage and Worker Retention Ordinances, and mandatory child support obligation reporting. Additionally, successful bidders must meet specific insurance minimums and provide corporate documentation, such as a Unique Entity Identifier and Secretary of State Corporate Number, to execute the contract.
