Ottawa NF Sasquatch Timber Mark and Cruise

This contract is a firm fixed price call order under a Blanket Purchase Agreement for timber marking and cruising services in the Sasquatch sale area of the Ottawa National Forest in Watersmeet, Michigan. It is exclusively available to holders of an active Region 9 Timber Mark and Cruise BPA, and is structured as a Total Small Business Set-Aside under FAR 19.5, requiring respondents to be small businesses and to provide their Unique Entity Identifier and BPA number. The work includes hardwood selection cruising (STR1) on approximately 595 acres across multiple payment units and a 100% count clearcut on 94 acres, governed by detailed marking instructions, silviculture prescriptions, and utilization standards outlined in Attachments 01, 03, and 04. Contractors must furnish all labor, equipment, materials, transportation, and supervision, excluding government-furnished property, and adhere to strict compliance protocols including reconciliation of all paint cans within ten business days as required by the Timber Theft Prevention Plan. The period of performance extends from the date of award through November 30, 2026, with performance occurring FOB destination to the Ottawa National Forest. Evaluation for award will be based on best value, considering both technical and price factors in approximate equipoise, with emphasis on the contractor’s ability to meet schedule requirements, demonstrated past performance via FedDataCheck and CPARS databases, and price reasonableness. Inspection and acceptance are governed by mandatory documentation using USDA Forest Service forms, with monthly inspections by Forest Service personnel, quarterly joint inspections including LEO personnel, and weekly inspections for high-production mechanized crews. Final acceptance requires confirmation that all timber has been cut and removed, all erosion control and slash disposal obligations are fulfilled, and no unauthorized cutting occurred beyond payment unit boundaries. The contracting officer, Cynthia Horwitz, oversees administration, and the contract includes compliance requirements such as use of Incident Report form 5300-1 for regulatory violations and coordination between timber management and law enforcement.
