National Third-Party Wildfire Contractor Qualification Verification Services
Solicitation # USFS-IPO-2027-RFI-001
The United States Department of Agriculture Forest Service is conducting market research through a Sources Sought Notice to explore the feasibility of a nationwide third-party service for verifying wildfire contractor personnel qualifications. The objective is to establish a pilot program that utilizes an independent administrator to review training records, certifications, licenses, and experience documentation for ground-based response assets, incident support, and logistical services, specifically excluding all aircraft assets. The service would involve reviewing documentation against objective government-established criteria, identifying deficiencies, and providing standardized verification results using approved terminology. The Forest Service intends to maintain all final decision-making authority, including the power to waive requirements or determine contractor eligibility, while the third-party provider focuses on objective verification and reporting. The government is seeking information on industry capabilities regarding national scalability, surge capacity during peak fire seasons, and the ability to handle sensitive personally identifiable information. Key areas of interest include the verification of private training providers according to NWCG Standards for Course Delivery and the implementation of quality control measures such as second-level reviews and accuracy sampling. Respondents are asked to provide nonbinding pricing ranges, suggest funding models, and describe their experience with large-scale credentialing. This RFI is for planning purposes only and does not constitute a solicitation; however, it aims to inform the acquisition strategy for a potential one-year pilot program.

Request for Information - DCSA Personnel Vetting (PV) Fieldwork Services Requirement
Solicitation # RFIPVField2027
The Defense Counterintelligence and Security Agency (DCSA) is conducting market research through a Request for Information (RFI) for Personnel Vetting (PV) Fieldwork Services. The agency intends to establish a flexible, cost-efficient business model to provide investigative products, including Enhanced Subject Interviews and continuous vetting alert resolution, in support of the Trusted Workforce 2.0 transition. The proposed acquisition strategy involves awarding multiple Firm-Fixed Unit-Price (FFUP) single-award IDIQ contracts divided into two functional tracks: Track 1 for Initial Vetting and Track 2 for Other Vetting Scenarios. The projected contract structure includes a five-year base period with five one-year options, with a target award date of July 2027. Workload distribution will be managed through a dynamic, performance-based points system based on semi-annual evaluations of price, timeliness, and quality. Contractors must meet stringent security requirements, including CMMC Level 2 Third-Party Assessment for systems processing Controlled Unclassified Information and adherence to FedRAMP Moderate or DoD Impact Level 5 equivalency for cloud services. While services will primarily leverage virtual capabilities nationwide, the contract allows for in-person interviews and potential international fieldwork. All investigators must be trained according to National Training Standards, and the government retains final authority over the inspection and acceptance of all investigative products.

The Ohio Attorney General’s Bureau of Criminal Investigation is soliciting quotes for providers to deliver out-of-state electronic fingerprinting services with results submitted through the National Webcheck program. This solicitation, identified as SRC0000037586, seeks providers capable of meeting strict technical standards for FTPS transmission and fingerprint formatting while complying with FBI CJIS and Ohio FCRA requirements. The intended term for the agreement runs through June 30, 2027, with a potential renewal option extending to June 30, 2029. While current National WebCheck certification is preferred and may impact evaluation scoring, non-certified suppliers are eligible to respond. Fingerprint services
Inquiries Inquiry 84854 | In the Overview and Purpose section 1.0, the RFQ states that the electronic fingerprinting services results must be submitted to BCI for processing through the National Webcheck program. According to the AG’s site today, there are only three certified national webcheck equipment vendors. Does this mean that only these three approved suppliers can process results to the BCI, and that a new “supplier” would need to use equipment from one of these three as they are the only approved equipment vendors? | Answer: Non‑certified suppliers may submit responses to this solicitation. However, if a non‑certified supplier is selected for award, the selection will be contingent upon the supplier becoming a certified National WebCheck Agency. A supplier’s lack of current certification may adversely affect the evaluation and scoring of its proposal. Certification obtained in response to this solicitation does not, by itself, authorize a supplier to sell WebCheck equipment or services within the State of Ohio. If a non‑certified WebCheck supplier is selected, the selection must include a condition requiring the supplier to obtain National WebCheck Agency certification before submitting any background checks for out‑of‑state individuals. Certification is a mandatory prerequisite for participation in this program. To prevent the possibility of an uncertified Ohio‑based supplier performing services without appropriate certification, the AGO may also include a second condition stating that the supplier will not be permitted to sell WebCheck equipment within Ohio unless and until it becomes a certified National WebCheck Agency. | Answered: 3/20/2026 Inquiry 84855 | Regarding the Term in section 2.8, would you please clarify if this means a “supplier” would start upon obtainiing the signature(s) of the MOU and be able to perform through June 30, 2027 or would they start June 30, 2027 and be approved through June 30, 2029? | Answer: The potential start and end dates for any selected supplier will depend on the specific circumstances of that supplier. A new supplier may not begin operations until BCI has completed system and process testing and confirmed that the supplier meets all requirements set forth in the out‑of‑state submitting guidelines. If the selected supplier is not already certified as an Ohio WebCheck provider, its equipment must also undergo and successfully complete the applicable certification process. Once BCI confirms that all required testing, equipment verification, and compliance steps have been satisfied, an MOU may be executed. The intent is for a supplier to begin providing services as soon as both the supplier and BCI are prepared to proceed; nothing in the solicitation requires delaying the start date until June 30, 2027. However, depending on the program timeline and especially if the program concludes as early as 2027, it may not be feasible for a non‑certified supplier to complete the full approval and certification process before the program ends. AGO and BCI will address program timing considerations as needed based on the circumstances present at the time. | Answered: 3/20/2026 Inquiry 84856 | If a potential bidder wants to respond to the RFQ but is not currently approved as a National Webcheck vendor, and cannot currently submit to the BCI for processing as such, how does one go about obtaining approval to be an Authorized Provider and what is the expected timeline for such an endeavorl? Does this require a software and/or systems review of some type? Is there an application and/or vetting process outside of the RFQ? | Answer: If a non‑certified supplier is selected, the selection will include a condition requiring the supplier’s equipment and software to become fully certified as an Ohio WebCheck provider before receiving final approval to conduct out‑of‑state fingerprinting. BCI will provide the non‑certified supplier with the National WebCheck specifications. After the supplier updates its system to meet those specifications, it must provide BCI with a fully operational test system for evaluation. BCI will review the equipment and software as staff availability permits, and certification will be issued only after all technical requirements are satisfied and the system performs successfully in the testing environment. Because system designs, functionality, and software architecture differ across suppliers, the certification process cannot follow a predetermined schedule. The length of the approval process varies based on the availability of BCI resources, the supplier’s responsiveness during testing, and any issues identified throughout the evaluation process. | Answered: 3/20/2026 Inquiry 84857 | Will AGO BCI provide a template for the Item Grid or is the bidder responsible for providing their own format? | Answer: No Item Grid will be provided. Within a document / file attached to the Item Grid portion of the Questionnaire in Ohio Buys, vendors must provide the fee(s) to be charged to applicants requesting services for review. All requirements listed in section 2.0 and any other material costs and labor costs must be built into the fee(s) to be charged. | Answered: 3/20/2026
