Overhead Door Repair Services Re-Bid

Ben Franklin Transit (BFT) is seeking a Washington State licensed contractor to provide repair and replacement services for overhead doors at its Maintenance and Bus Wash facilities in Richland, WA, under a unit price contract with an initial one-year term and an option for one additional year. The scope includes inspection, repair, and replacement of 32 overhead doors at the Maintenance building—22 of which are motorized—along with five motorized doors at the Bus Wash building and nine stationary interior doors. Historically, approximately 80 hours of labor annually have been required for these services, though no minimum or maximum dollar amount is guaranteed, with the contract cap set at $35,000 including tax unless approved for increase by the BFT Board of Directors. The contract excludes preventative maintenance; only reactive repair and replacement labor and materials are covered. Contractors must provide fully loaded hourly rates for journeyman and apprentice labor, equipment usage fees, and pricing structures for parts and materials as percentage discounts or markups. All work must comply with local, state, and federal codes, industry standards, and prevailing wage requirements, and must be performed using new, defect-free materials approved by BFT. Priority service is required for repair calls at the Maintenance and Bus Wash sites, and a 90-day trial period is in place to evaluate performance before full contract acceptance. Contractors must be registered in Washington State with a valid UBI number, excise tax registration, and a current contractor’s license under RCW 18.27, with at least two years of relevant experience. They are required to submit certifications including debarment compliance, wage payment statutes, and non-collusion affidavits, and must register on SAM within five days of award. Payment and performance bonds totaling 100% of the contract value are mandatory, issued through an A.M. Best A:VII-rated surety using AIA Form A312. Insurance must cover worker’s compensation, general liability, and property damage for the contract term plus six years, and subcontractors must meet identical requirements. Invoicing requires detailed line items by door number, labor hours by pay grade, parts with cost adjustments, and must be submitted on company letterhead to BFT’s Accounts Payable department via email or mail.
