GENERAL INFORMATION

  1. Title: Oxford Nanopore Sequencing Reagents
  2. Background Information: The NIH Intramural Sequencing Center (NISC) is a centralized research facility for performing high-throughput, large-scale DNA sequencing and sequence analysis. Nanopore-based sequencing is a new technology that is fast emerging for its unique ability to produce extremely long reads, exceeding 100 kb. This is very powerful for DNA sequence assembly in repeat regions and for determining haplotypes. NISC is working with investigators who are trying to complete unresolved regions of the human genome. For this work extremely long reads that only this technology can currently provide are required. NISC requires reagents to meet sequencing demands on this platform.

NISC directly supports >50 laboratories across >10 ICs by processing thousands of samples annually for highly specialized sequencing analysis and purchase of these reagents will continue to support these ongoing studies. Failure to purchase these reagents will compromise the ability of NISC to support intramural research. These reagents are available on GSA Schedule GS-07F-5934R, Sin # 334516 through Government Scientific Source, Inc..

STATE OF THE ART (SOTA) MICROELECTRONICS (ME) ADOPTION BROAD AGENCY ANNOUNCEMENT (BAA) FULL TEXT GENERAL ANNOUNCEMENTThe U.S. Department of the Air Force, through SAF/AQC, is issuing a Broad Agency Announcement (BAA) numbered 26-S-1358 to advance the adoption of state-of-the-art microelectronics across national security missions. This BAA does not solicit proposals directly but serves as an umbrella framework for future Topic Calls published on SAM.gov and the Classified IC-ARC, which will define specific technical requirements, submission deadlines, and evaluation criteria. The initiative focuses on accelerating the development and integration of trusted, assured microelectronics technologies, particularly those leveraging Intel 18A process nodes and advanced packaging via Secure Enclave, to ensure enduring technological superiority. Five key mission areas are highlighted: advanced secure microelectronics design and production; next-generation assembly, packaging, and test; novel microelectronics for disruptive capabilities; advanced test, validation, and mission qualification; and building an accessible, affordable, and sustainable domestic microelectronics ecosystem. Topics range from AI/ML architectures and radiation-hardened designs to chiplet-based systems, secure test methodologies, edge computing, RF electronics, PNT resilience, digital twins, and open-standard chiplet libraries. Proposals or White Papers may only be submitted in response to individual Topic Calls, which may be either closed (with fixed deadlines) or open (accepting submissions continuously during a defined window), and may follow one-step or two-step processes. Awards, if made, will take the form of procurement contracts or Other Transaction Agreements (OTAs) for prototyping, follow-on production, or experimental purposes, with eligibility open to small businesses, traditional and non-traditional defense contractors, and research institutions. OTA awards require resource-sharing commitments and participation by nontraditional contractors, small businesses, or third-party funding. American River Common Features, 2016 Flood Risk Management Project, Sacramento, CaliforniaThe Flood Risk Management Project focuses on design refinements to the 2016 American River Comprehensive Flood Project to mitigate erosion and slope instability along levees of the American and Sacramento Rivers in Sacramento County, California. The work encompasses eight major components: Magpie Creek Project; American River Erosion Contracts 3B North, 3B South, 4A, and 4B; Sacramento River Erosion Contract 3; American River and Sacramento River Mitigation Sites; and the installation of a Piezometer Network for groundwater monitoring. The primary objective is to enhance flood risk reduction through engineering modifications, footprint expansions of levee systems, and implementation of compensatory habitat mitigation. A critical administrative component is the approval of a 49-year General Lease by the State Lands Commission for the American River Erosion Contracts 3B North and 3B South, extending through June 22, 2075, ensuring long-term land use authority for project operations. Environmental compliance is governed exclusively under the California Environmental Quality Act (CEQA), with formal adoption of a Final Environmental Impact Report and a Mitigation Monitoring and Reporting Program, which was updated in 2023 and again in 2025 to reflect evolving project conditions and mitigation requirements. Inspection and acceptance are conducted by government entities—the California State Lands Commission and the Sacramento Area Flood Control Agency—with oversight focused on adherence to CEQA findings, implementation of mitigation measures, and environmental compliance rather than traditional federal procurement standards. While the project is administered by the Central Valley Flood Protection Board, with key contacts including Robin Tuohy and Omar Fernandez, no traditional contract clauses, pricing data, or FAR-compliant administration details such as payment offices, accounting codes, or evaluation factors are present in the documentation. The solicitation number A4794 was posted on June 23, 2026, and the project relies on a hybrid structure of long-term land leases and individual task contracts without formal classification under standard federal contract types. All deliverables center on environmental resilience and infrastructure protection, with no indication of commercial goods, shipping terms, or service-based performance metrics beyond ecological and geotechnical outcomes.
