P.E.A.C.E. INVESTIGATIVE INTERVIEWING TRAINING COURSE

The Federal Aviation Administration is seeking capability statements from vendors capable of delivering a 40-hour, instructor-led investigative interviewing training course grounded in the P.E.A.C.E. Model—Plan and Preparation, Engage and Explain, Account - Clarification and Challenge, Closure and Evaluation—for its Airworthiness Inspectors and Engineers. The training is intended to support critical investigations including Suspected Unapproved Parts, Whistleblower, Safety Hotline, and Certificate Management cases. Respondents must demonstrate the ability to conduct training in a brick-and-mortar classroom setting within 25 miles of a major U.S. airport, with the option for Computer-Based or Virtual instruction only if approved by the government and agreed to by the vendor. The facility must meet stringent environmental standards, including temperature control between 68 and 74 degrees Fahrenheit, 30 footcandles of illumination at student desks, ambient noise levels that allow the instructor’s voice to exceed background by 20 decibels, compliance with the National Electrical Code, National Fire Code, and USASI standards, as well as adequate sanitation and emergency egress briefings. All course materials, including a syllabus, reference book, and schedule, must be distributed on the first day, and the vendor must provide PDF Certificates of Completion to each attendee. Attendance must be tracked and non-attendance reported to the Contracting Officer’s Representative immediately, and students must receive logistical details—such as location, directions, contact information, and lodging options—at least two weeks prior to training. Vendors must submit a structured Capability Statement via email to the Contracting Officer by 4:00 p.m. Central Time on June 22, 2026, using the required subject line format and preferred PDF format. Responses must include legal business name, address, website, SAM.gov UEI and CAGE Code, active registration proof, and primary NAICS code 611430, along with certifications for Small Business, 8(a), SDVOSB, WOSB, or DBE status if applicable. Technical capability must address alignment with the P.E.A.C.E. Model, instructor qualifications based on specified professional and instructional criteria, and facility compliance. Vendors must also detail their operational experience delivering similar federal or commercial training programs and disclose the percentage of work to be self-performed versus subcontracted. Optional academic credit offering must be clearly stated if applicable, though it will not impact evaluation. All curriculum must comply with Consolidated Appropriations Act training
