Naval Supply Systems Command Fleet Logistics Center San Diego intends to award a sole source firm fixed price purchase order to Malvern Panalytical Inc. for a Particle and Droplet Size Analyzer to support the Rocket Lab at the Naval Postgraduate School’s Mechanical and Aerospace Engineering Department. The acquisition falls under FAR 12.102(a) due to the absence of alternative sources and will follow simplified procedures under FAR 12.201-1, with the NAICS code 334516 for Analytical Laboratory Instrument Manufacturing. All responsible sources may submit a capability statement by 12:00 PM Pacific Daylight Time on July 30, 2026, to be considered for potential competition, though no solicitation exists and the award is currently intended to be sole source. Submissions must be no longer than six pages, in Microsoft Word or Adobe PDF format, sent exclusively via email to Noni Arcilla at noni.p.arcilla.civ@us.navy.mil; telephone inquiries or offers will not be accepted. The capability statement must include detailed, convincing evidence demonstrating full compliance with all requirements in the attached Statement of Requirement.
