Passenger Transportation Services

The contractor is required to provide indefinite-delivery, indefinite-quantity passenger transportation services for the U.S. Tri-Mission in Vienna, Austria, under a one-year base contract with two optional one-year extensions, structured as a firm-fixed-price, indefinite-delivery, indefinite-quantity (IDIQ) contract. Services include furnishing drivers and vehicles—primarily high-level sedans, vans, and SUVs—with minimum vehicle requirements of six directly registered units including Mercedes E-Class or equivalent sedans with at least a 2-liter engine, vans with minimum 8-passenger capacity, and SUVs with 4x4 drive and 150 kW output. Drivers must be permanently employed, possess valid licenses, fluency in English, local geographic knowledge, and be dressed in suit and tie; they must undergo regular training in safe driving practices and undergo U.S. government security clearance processes, with at least fifteen employee names submitted for clearance and five drivers delivered within five days of award. The contractor must maintain 24/7 dispatcher support, ensure vehicles are clean and in excellent condition, and provide replacements within one hour of breakdown. Service must be available within 15 minutes of request at any time, and all trips require daily signed vehicle use records for invoicing. Performance is governed by a Lowest Price Technically Acceptable (LPTA) evaluation, where compliance, technical acceptability, responsibility, and lowest price drive award decisions. Contractors must be registered in SAM with an active UEI and CAGE code, hold all necessary Austrian licenses and insurance, and submit proof of past performance and financial capability. No more than half of the drivers may be subcontracted, and task orders must be issued in writing with emergency oral orders requiring written confirmation within three days. Invoices must be submitted electronically to VNNFinanceIntake@state.gov without using WAWF or IPP systems, and must include verified vehicle use documentation. The contracting officer’s representative is the Motor Pool Supervisor, and payments are processed through the U.S. Tri-Mission Financial Management Center in Vienna. Contractors must comply with strict security protocols including FASCSA and covered telecommunications equipment certifications, report any non-compliance within 72 hours, review SAM quarterly, and submit all required documentation including SF-1449, GISA registration, and proof of insurance.
