The USDA Forest Service is seeking market information to award a competitive BPA Call Order under its existing multiple award schedule Blanket Purchase Agreements for mechanical and hand thinning services in the Wallowa-Whitman and Umatilla National Forests and other National Forests within 250 miles of either forest’s boundaries. This initiative, identified as Pataha Hand NCT with solicitation number 1240BKR0005, is a total small business set-aside under FAR 19.5 and falls under the NAICS code 115310 for Forestry Services. Respondents must be small businesses capable of performing vegetation control within enclosed seed orchards to reduce fire risk and the spread of undesirable vegetation. The work requires mowing all grass, forb, and woody vegetation under one-half inch in ground line diameter, as well as woody debris under one inch in maximum diameter, while larger shrubs, rocks, and steep slopes may be avoided. The performance location is centered in Baker City, Oregon, with operations extending across the specified forest areas. The government is not issuing a formal solicitation, and information submitted in response to this synopsis is voluntary, with no financial reimbursement for costs incurred. Respondents are expected to provide tailored capability statements, organizational details including size and ownership type, and information on any significant teaming or subcontracting arrangements. The submission deadline is June 5, 2026, and responses must be emailed to Kevin Flores at kevin.flores@usda.gov. The government will evaluate responses based on the respondent’s ability to meet the scope and scale of the work, secure necessary financial, human, and technical resources, implement a robust project management plan that ensures schedule compliance, cost containment, performance tracking, personnel retention, and risk mitigation, and operate under a performance-based service acquisition vehicle. No evaluations or feedback will be provided to respondents, and contract terms, pricing, or delivery schedules are not yet defined, as this step precedes formal award. Supporting maps and the SCA WD 2015-559 document provide additional geographic and operational context for the requirement.
