The Defense Health Agency is soliciting innovative commercial solutions under a Commercial Solutions Opening (CSO) to modernize the Periodic Health Assessment (PHA) process governed by DOWI 6200.06 and DOWI 6025.19, through an initiative known as PARATUS. This solicitation, identified as HT003826SC004AOI1, is not a traditional contract but a performance-based competition structured around six evaluation phases designed to identify and advance the most technically capable solutions. Offerors must demonstrate a system capable of integrating with the Military Health System’s data infrastructure using FHIR R4 standards, conforming to a defined Contract Data Package that includes schema, data dictionaries, and synthetic de-identified datasets mimicking DD Form 3024, and operating securely within DOD Impact Level 5 and IL6 Cross Domain Solution environments. The solution must support CAC/PKI authentication, preserve clinical authority through mandatory human-in-the-loop safeguards, and be platform-agnostic with no proprietary dependencies. Evaluation proceeds through sequential, phase-gated milestones beginning with a two-page Notice of Intent to Demonstrate submitted via email by the July 27, 2026 deadline. Phase 1 includes a live demonstration of PHA functionality and assessment of strategic vision and hosting flexibility, with Phase 2 being a strict pass/fail gate requiring conformance to the Contract Data Package. Failure at any phase—especially at the human-in-the-loop or CDP gates—disqualifies an offeror. Successful participants may advance to Phase 3 by connecting to a government test environment and then proceed through adaptability, adoption strategy, and field testing phases. Notably, the Government may award an Other Transaction agreement under 10 U.S.C. § 4022 after Phase 2 based on technical maturity, bypassing traditional acquisition rules, with provisional pricing and continued evaluation through Phases 3–6. Final selection may lead to a follow-on production contract, but no award is guaranteed, and pricing is evaluated only after full technical validation.
