The U.S. Army Corps of Engineers St. Paul District is seeking a small business contractor to supply perishable subsistence items, including groceries such as fresh fruits, vegetables, dairy, eggs, and baked goods, to the Dredge Goetz Fleet operating on the Upper Mississippi River during the 2026 dredging season from May 1 through December 31. Orders are typically placed weekly with six days’ notice, though frequency may adjust based on operational needs, and deliveries are restricted to specified locations and must occur Monday through Friday between 8 a.m. and 5 p.m. The contractor must provide pricing for approximately 850 pre-approved food items listed in Attachment 1, with the initial order expected to be substantial to restock pantries and freezers at the start of the season. Beginning in 2026, pricing for weekly orders will be adjusted using index-based pricing to account for market volatility. Delivery is facilitated by the Goetz crew, who will assist with unloading, and all items must be sourced from the approved schedule and delivered only to designated sites outlined in Attachment 2. This solicitation is a total small business set-aside under NAICS code 311991, with a size standard of 700 employees, and is exclusively available to qualifying small businesses. Proposals must be submitted through the PIEE Module, and pricing must be provided for every listed item, reflecting current market rates and adjusted according to the new index pricing mechanism. The contracting office is located in Saint Paul, Minnesota, with operations based near the Mississippi River, and the primary point of contact is John Riederer, who can be reached via email or phone for inquiries. The contract award notice was posted on April 29, 2026, and the first delivery is anticipated around May 1, aligning with the start of the seasonal dredging operations.
