The New York State Department of Civil Service (Department or DCS) has issued this Request for Proposal (RFP) to secure the services of a vendor to enter into separate contracts to administer The Empire Plan, Student Employee Health Plan, and the New York State Insurance Fund Workers’ Compensation Prescription Drug Programs. The New York State Insurance Fund (Fund or NYSIF) will oversee the contract for workers’ compensation. “Procuring Agencies” means DCS and NYSIF. This RFP defines minimum contract requirements, details response requirements, and outlines the process for evaluating responses and selecting a qualified organization (Offeror). Project Services are set forth in detail in Section 3. Terms used herein shall have the meanings specified in the Glossary of Defined Terms (Attachment 15) or in the body of this RFP.
