Pharmacy Services
Solicitation # 27-001
MHMR of Tarrant County is soliciting proposals under RFP 27-001 for comprehensive pharmacy and medication delivery services. The scope of work encompasses six primary components: on-site pharmacy operations, intermediate care facility services, remote service delivery, inventory management, pharmacy business management, and clinical services. Key requirements include the ability to establish a full-service in-house pharmacy system, provide pharmacist consultations, and implement a detailed transition plan to meet an implementation deadline of September 1, 2027. The contractor must utilize blister packaging for residential and crisis programs and ensure all labeling complies with federal, state, and Texas Board of Pharmacy regulations. The contract features an initial two-year term with six optional one-year renewals. Awards may be granted to a single provider or split among multiple providers based on best value. Evaluation is weighted by past performance (15%), a statement of qualifications, and the quality of the work plan, with final selection made by a panel of medical and administrative staff. Compliance with HIPAA and Texas health privacy laws is mandatory, and the provider must maintain a quality improvement program for dispensing errors. Proposals are due by November 12, 2026, and must follow a specific tabbed format, including a non-collusion affidavit and reference forms. Invoicing is conducted monthly and must be delineated by program and location in a manipulable Excel format.
