The Centers for Medicare & Medicaid Services (CMS) intends to issue, on a sole source basis, a solicitation procure the "Pilot Evaluation of the Chronic Disease Self Management Program" (CDSMP) to the National Council on Aging (NCOA) using Medicare administrative data. This solicitation is issued in accordance with FAR Part 15. . BACKGROUND: The NCOA is currently conducting a survey based evaluation of the CDSMP using a proprietary sample of program participants. It is CMS's intent to provide additional funding to NCOA to both build a linkage between this propriety sample of participants and Medicare Administrative Claims data and to conduct an analysis of these data to determine the CDSMP's impact on administrative measures of beneficiary health outcomes, healthcare utilization, and costs. Further, the linking of these data sources will allow the NCOA to uniquely adjust for both survey and claims based measures of potential confounders in analyzing CDSMP's impact on Medicare beneficiaries. The anticipated award date of the contract is expected to be by July 11, 2011.
