Pine Ridge Job Corps. - Center Mental Health Consultant

The USDA Forest Service is soliciting a Total Small Business Set-Aside contract for on-site Mental Health Care services at the Pine Ridge Job Corps Civilian Conservation Center in Chadron, Nebraska. The selected contractor will provide a Center Mental Health Consultant to focus on the early identification and diagnosis of mental health issues, basic care, and education to help students overcome barriers to employability. Key responsibilities include performing applicant file reviews, conducting staff and student training, facilitating support groups, and providing short-term treatment. All services must comply with Federal laws, OSHA, HIPAA requirements, state and local laws, and the guidelines of the American Psychology Association. The contract is structured as a firm-fixed-price agreement consisting of a base year from November 12, 2026, to November 11, 2027, with three subsequent option years, with an estimated requirement of 520 hours per year for the first three periods. Award will be based on best value, evaluating technical capability, past performance, and price. Qualified personnel must possess active unrestricted state licenses and, for certain roles, Department of Labor approval. The contractor is also required to adhere to strict anti-discrimination laws and federal regulations regarding the prohibition of DEI programs that violate Title VI and VII of the Civil Rights Act of 1964.
