Pinon Health Center needs (2) Family Nurse Practitioner and/or Advanced Practice Registered Nurse nonpersonal services

This solicitation seeks nonpersonal services from an Indian Small Business Economic Enterprise (ISBEE) to provide two Family Nurse Practitioners or Advanced Practice Registered Nurses for outpatient care at the Pinon Health Center within the Navajo Area Indian Health Service. The contract period begins June 1, 2026, with a one-year base period and a one-year option period, and is structured under a Firm-Fixed-Price arrangement with hourly rates to be submitted by offerors for 2,080 hours per period. The procurement is set aside exclusively for Indian Economic Enterprises under NAICS code 561320, with a size standard of $34 million in annual receipts, and requires full compliance with IHS-specific regulations, including the Buy Indian Act. Offerors must submit proposals via email in four distinct PDF volumes containing administrative documentation, technical approach, key personnel qualifications, and detailed pricing—each subject to strict formatting and page limits. Key personnel must undergo mandatory federal background checks via OPM eQIP, hold current certifications in clinical specialties, complete cultural competency training on Navajo traditions, maintain 24-hour electronic health record documentation, and wear government-issued identification while on duty. Telework is prohibited except in rare emergencies with prior approval, and all payment requests must be submitted electronically via the Department of Treasury’s Invoice Processing Platform, with no use of WAWF permitted. Evaluation will be conducted using a trade-off process that prioritizes technical capability, qualifications and experience of key personnel, past performance in clinical delivery and subcontracting, and price, without assigning numerical weights. Security and data protection requirements are stringent, including mandatory NPDB reporting, IT security training within 24 hours of reporting, and full compliance with cybersecurity safeguards for covered information systems. The Contracting Officer’s Representative will oversee performance, and any change in key personnel requires 30 days’ notice with justification.
