PIP-II Dipole Magnets

Fermi National Accelerator Laboratory (FNAL), acting through the Fermi Forward Discovery Group (FFDG), is soliciting proposals for the design, fabrication, assembly, testing, and delivery of PIP-II Beam Transfer Line (BTL) Dipole Magnets. The scope includes the production of first articles for regular, end-of-line, and regular wide dipoles, followed by an option period for the delivery of 39 regular dipoles, 3 end-of-line dipoles, and 2 regular wide dipoles. The project follows a strict timeline starting from the award date, with first articles due by week 35 and final contract closeout occurring by week 109. All deliverables are subject to Factory Acceptance Tests (FATs) by the subcontractor and final Site Acceptance Tests (SATs) conducted by FFDG at the facility in Batavia, Illinois. The contract is a firm-fixed-price award based on a best-value trade-off source selection, where non-cost factors—such as technical capabilities, fabrication experience, and preliminary design quality—are significantly more important than price. Technical requirements include adherence to FNAL standards and ASTM B188 for copper components, with rigorous electrical and magnetic performance criteria. Proposals must be submitted in two separate volumes, technical and business, to Seth Fryar by May 27, 2026. The agreement incorporates various federal regulations, including FAR clauses regarding the Buy American Act, cybersecurity prohibitions on specific vendors, and strict reporting requirements for small business subcontracting via eSRS. Delivery terms are FOB Destination for domestic vendors and DAP for non-domestic vendors.
