PIPE REPLACEMENT DEFERRED MAINTENANCE PROGRAM ADDITIONAL LOCATIONS Project Description Project Location: Three levee locations, one on Bear Creek and two on North Paddy Creek. See attached Vicinity Map. Project Justification: The California Department of Water Resources (DWR) Deferred Maintenance Project (DMP) was initiated in 2017 to evaluate, repair, and/or rehabilitate documented levee pipe penetrations. The purpose of this project was to address known threats to levee integrity, enhance emergency response capabilities, and reduce the potential for catastrophic flooding. DWR evaluated pipe penetrations, assessed pipe conditions, and prioritized rehabilitation and repair of pipe penetrations that presented the greatest flood risk. Levee pipe penetrations below the levee freeboard and greater than 6 inches in diameter are the highest risk. Scope of Work: The project will consist of: 1. Removing and replacing existing aging drainage pipes and appurtenant structures. 2. Designing and constructing the replacement pipes to comply with Title 23, and the United States Army Corps of Engineers (USACE) design standards. 3. Reconstructing each drainage pipe with reinforced concrete pipe and backfilled with controlled low-strength material (CLSM). Environmental Setting: In these portions of the San Joaquin County, land usage varies but it is primarily rural. There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainsons Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainsons Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st. Beneficiaries: The public will see increased safety and fewer hazards with these well-maintained pipes. Overall, there will be reduced maintenance concerns and more reliability within the project area.
