Plan Check / Code Compliance Services For North Branch Jail Expansion Project

The County of Santa Barbara is seeking a qualified consultant to provide Plan Check and Code Compliance services for the North Branch Jail Expansion Project, a 78,000-square-foot, 384-bed housing addition under a design-build delivery method. The selected firm will be responsible for comprehensively reviewing all design deliverables—Schematic Design, Design Development, and Construction Documents at 65% and 95% completion stages—as well as deferred submittals during construction, ensuring full compliance with California codes including Title 24, Title 15, Title 22, and the Penal Code. The consultant must work collaboratively with the County’s General Services Department, the Construction Manager, and the Design-Builder to identify and resolve code-related issues, culminating in the issuance of a final letter of confirmation to enable the building permit. All deliverables must be submitted in specified electronic formats such as BlueBeam, Microsoft Word, and Excel, with reviews completed within two-week cycles and comments tracked using BlueBeam software. The work is governed by the California Building Standards Code, including energy, accessibility, mechanical, plumbing, electrical, and fire safety provisions, while also adhering to HCAI requirements and the industry Standard of Care.
