NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT The National Institutes of Health (NIH) intends to negotiate a contract on a sole source basis with Plexon Inc, Dallas TX. The purpose of the contract is for the contractor to supply the Plexon Probes to the National Eye Institute (NEI). Plexon probes are developed to allow for penetration of the dura in animals larger than rodents and allow for simultaneous recordings of increased numbers of neurons in the brain. The probes can only be purchased from Plexon. There are no other companies that can satisfy this requirement. This is due to the fact that the government purchased a unit that will only be compatible with Plexon products. Responses The proposed acquisition action is for items and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1 (b). If you believe you can provide the items or services, please forward capability statements to john.alozie@nih.gov by 5pm (ET) on Wednesday, August 18, 2021 and reference solicitation number NIHOLAO-OD3-NOI-6076185. A determination by the Government not to compete this proposed contract acquisition based upon responses to the notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any nonproprietary technical information in any resultant solicitation(s).

NOI - B2B Award entitled - Developing Red Cell-Sp
Solicitation # 75N98027Q00017
Solicitation 75N98027Q00017 is a combined synopsis and notice of intent for a non-competitive award by the National Institutes of Health (NIH) to Purdue University, specifically the Purdue Institute for Drug Discovery. The contract supports the Bench-to-Bedside study Developing Red Cell-Specific Spleen Tyrosine Kinase (SYK) Inhibitors for Treating Sickle Cell Disease. The scope of work for the Year 1 requirement involves the synthesis, scale-up, characterization, and optimization of lead SYK inhibitors S1115 and S1213, with a delivery requirement of approximately 3 to 5 grams of each compound along with supporting analytical and potency data. The award is justified as non-competitive because Purdue University possesses the project-specific knowledge and prior research experience necessary to avoid technical risk and duplication of effort. The acquisition is conducted under FAR 12.603 for commercial items and is not expected to exceed the simplified acquisition threshold. Research activities will be performed at Purdue University in West Lafayette, Indiana, with deliverables sent to the National Heart, Lung, and Blood Institute in Bethesda, Maryland. The associated NAICS code is 325411 for Medicinal and Botanical Manufacturing, and the requirement is not set aside for small businesses. Administrative requirements include active registration in the System for Award Management and the use of the Invoicing Processing Platform for three-way match payments. Responses were due by November 4, 2026, to the contracting specialist, Nicholas Capobianco.

R--RADx Coordination Center Notice of Intent
Solicitation # 75N98026R00176
The National Institute of Biomedical Imaging and Bioengineering (NIBIB) has issued a Notice of Intent under solicitation 75N98026R00176 to award a non-competitive modification to IDIQ Contract No. 75N92022D00014. This modification intends to increase the contract ceiling for the Massachusetts General Hospital Consortia for Improving Medicine with Innovation and Technology (CIMIT) to support the Rapid Acceleration of Diagnostics (RADx-Tech) initiative. The government anticipates issuing the modification around December 2026. While this is a non-competitive intent, interested parties may submit capability statements via email to the contracting officer, Melanie Suarez, or contract specialist, Noelle Decenzo, by November 2, 2026.
