PM LOG-FIN: Ammunition, Logistics, Finance, and Personnel Modernization – Call for Solutions (LOGFIN26‑CFS‑001)

The U.S. Army, through Program Manager Logistics-Finance and the U.S. Army Contracting Command – Rock Island, is issuing Call for Solutions LOGFIN26-CFS-001 to identify innovative Low-Code/No-Code and software modernization solutions for the modernization of five SAP-based Defense Business Systems spanning Ammunition, Logistics, Finance, and Personnel domains. Proposals must deliver both non-transactional and transactional capabilities that integrate with existing enterprise resource planning systems and operate securely at IL4/IL5/IL6 security levels, with support for disconnected or degraded operations in forward-deployed environments. Solutions must be built on approved platforms including Appian, Army Vantage, Palantir, PowerApps, Salesforce, SAP, and ServiceNow, or provide a transformative alternative with a compelling business case and approval pathway. All solutions must align with the Army Chief Information Officer’s LCNC Development Guidance and the Unified Data Reference Architecture, and be hosted within or directly connected to the cArmy 2.0 cloud environment. Financial systems must comply with DoD 7000.14-R Financial Management Regulation, specifically Volume 1, Chapter 3 and Volume 6.A, Chapter 3, ensuring full transaction traceability, system-generated audit logs, and evidence of Internal Control Over Financial Reporting and IT General Controls. Proposals must be submitted via email by 12:00 PM Central Standard Time on June 30, 2026, adhering to strict formatting rules including 12-point Arial font and separate PDF files for Administrative, Solution Brief, and ROM & Schedule components. Each Solution Brief is limited to four pages per Area of Interest, with no page limit for the Rough Order of Magnitude and Notional Schedule, which must tie pricing to milestones and include clear assumptions. Offerors must hold an active Unique Entity ID, maintain current registration in the System for Award Management, be registered in Wide Area Work Flow for invoicing, and submit the Affirmation of Business Status Certification. Entities must not be suspended or debarred, and resellers and academic proposals are excluded. The Army may award Firm-Fixed-Price contracts under FAR Part 12 or Other Transaction agreements under 10 U.S.C. § 4022, and may issue multiple awards or none at all based on technical merit, schedule feasibility, compliance with IP/data rights, and funding availability.
