PMA-231 Program/Project Management Support Services

The Naval Air Warfare Center Air Division is seeking sources for program and project management support services for the PMA-231 E-2/C-2 Airborne Command and Control Systems Program Office. This effort supports the development, acquisition, and sustainment of carrier-based command, control, and logistics aircraft through project management, acquisition, administrative, and budget financial management for Integrated Product Teams. Key functional areas include international business and Foreign Military Sales coordination, technical services such as engineering and logistics management via the DOORS database, and financial management across RDT&E, APN, O&M, and FMS funding types. The anticipated period of performance is from January 2028 to December 2033, consisting of a base year and four option years with a total estimated level of effort of 535,800 hours and approximately 8.69 million dollars in other direct costs. Eligibility for this opportunity is strictly limited to SEAPORT-NxG MAC holders. The work will be split between government sites in Patuxent River, Maryland, and Norfolk, Virginia, and contractor facilities, with approximately 70 percent of the work performed at the contractor's site. Requirements include maintaining Secret security clearance eligibility for personnel and providing facilities capable of hosting classified meetings. The government is utilizing this sources sought notice to conduct market research for a potential small business set-aside under NAICS 541330. The anticipated contract structure is a single award task order under a multi-award contract, with a formal request for proposal expected in June 2027.
