Mission Enabling Services Contract (MESC) IIThe Mission Enabling Services Contract II (MESC II) is a three-part contracting vehicle designed to support the Johnson Space Center’s Flight Operations Directorate and its affiliated organizations with specialized mission-enabling applications and services. It includes two single-award baselines—NAMIS Services and Spaceflight Enabling Services—that address known, ongoing government requirements independent of any task orders. These baselines ensure continuous support for critical flight-related functions. Alongside the baselines, the contract features a multiple-award Indefinite Delivery/Indefinite Quantity (IDIQ) component that accommodates new and evolving tasks not already covered by the baselines, allowing for flexible acquisition of innovative or unforeseen mission support capabilities across a broad scope of work. MESC II enables the development, sustainment, and maintenance of highly specialized systems and services essential to NASA’s flight operations, serving not only internal JSC needs but also external partners including other NASA centers, international space agencies, other government entities, and commercial collaborators. The contract is managed under NAICS code 541512 and is forecasted for release on July 1, 2027, with primary performance occurring in Houston, Texas. Point of contact for program inquiries is Erin E. Moeller, and the Small Business Specialist is Tumarrow Romain, ensuring accessibility for small business engagement. The contract does not specify a set-aside type and is issued under the National Aeronautics and Space Administration.

The Correctional Service of Canada is seeking industry feedback through a Request for Information to modernize its Point of Sale system for inmate canteen services across 40 institutions and 93 canteens nationwide. The goal is to replace the existing system with a fully integrated, network-connected solution that utilizes DESFire EV3 RFID-enabled smartcards for identification and payment, securely interfaces with the Inmate Accounting System Replacement via APIs, and modernizes both hardware and software infrastructure. The new system must support national reporting, real-time inventory management, transaction traceability, and reduce manual processes while ensuring data security and offender accountability. It must align with Government of Canada digital standards, including Protected B security requirements, accessibility policies, and the bilingual mandate requiring full English and French support for all interfaces, labels, reports, and documentation. The system must operate reliably in both online and offline environments and integrate seamlessly with CSC’s three-zone network architecture, including the Offender Access Zone, while adhering to privacy principles and data integrity standards such as checksum generation and metadata preservation. The scope includes delivering a comprehensive solution with defined deliverables such as a detailed design document, configured hardware and software, system integration with IASR and third-party payment processors, comprehensive testing protocols, a national deployment plan, bilingual training materials, operational documentation, and a warranty and support plan with clearly defined service levels. Responses are not considered binding and no contract will result directly from this RFI; the intent is to gather technical insights, validate requirements, and inform future procurement decisions. The Correctional Service of Canada reserves the right to modify requirements before issuing a formal solicitation. Respondents may submit feedback in either official language via email to the Contracting Authority, Jason St-Onge, with no formal page limits or prescribed format. Although no pricing details, contract value, or award evaluation criteria are provided, conceptual pricing models such as per-user licensing, per-device fees, and tiered site-based costs are referenced to guide industry input. The procurement is conducted under multiple international trade agreements including CETA, CPTPP, and CFTA, ensuring open and fair access for eligible suppliers, and all submissions are subject to the Government of Canada’s digital governance and procurement policies without the obligation to proceed with a subsequent contract.
