Full Description

This requirement was awarded as an other than full and open competition, 100% Small Business set-aside to a Service Disabled Veteran Owned Small Business (SDVOSB), Advanced Management Strategies Group, Inc. via GSA 541611 MAS, under the authority of FAR 8.405-6(a)(1)(i)(c) - in the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. Placing an other than full and open order, utilizing GSA was determined to be the best value to the government because 1) the use of a federal supply schedule reduces the administrative costs when purchasing services, 2) a six (6) month order is atypical, proposal preparation would be burdensome on industry, and 3) the cost of off/on-boarding the incumbent/new awardee would be cost prohibitive to the government for a six (6) month order. Defense Health Agency (DHA) Infrastructure and Services Resource Management Branch (ISRMB) requires acquisition and finance support services to DHA Directorate of the Deputy Assistant Director Information Operations (DAD-IO/J-6) Portfolio and Resource Management Division (PRMD) IOD offices. The contractor shall assist DAD-IO/J-6 PRMD offices by performing a variety of functions, such as, but not limited to: acquisition support, contract management and monitoring support, file management, acquisition'related strategic planning and contract administration. The scope also includes support for fiscal year financial planning, budget preparation, analysis, execution and out-year resourcing to include development and preparation of necessary documentation for Program Budget Decisions (PBDs), the Future Years Defense Program (FYDP), the Program Objective Memorandum (POM) and the Budget Execution Submission (BES).
