Power Delivery General Engineering Services

The City of Pasadena Water and Power Department is soliciting proposals under RFP 2026-RFP-0300 to establish a pool of qualified professional engineering firms for Power Delivery General Engineering Services. The contract aims to provide supplemental support for the operation, maintenance, and modernization of the electric power delivery system across six specific scope of work groups: substation design, SCADA/automation and control, system planning, civil and structural engineering, electric vehicle charging infrastructure, and renewable energy and energy storage. The resulting agreement will have an initial five-year term with three optional one-year extensions, with work authorized through individual task orders on a lump-sum or time-and-materials basis. Qualified firms must demonstrate at least five years of relevant experience and five completed projects within the last five years for each group they bid on, and staff must include engineers registered in the State of California. Evaluation is based on a weighted system consisting of qualifications (35%), cost (20%), and preferences for local Pasadena businesses (5%) and certified small or micro-businesses (5%). Selected contractors must comply with California prevailing wage laws, ADA accessibility standards, and specific cybersecurity requirements for SCADA systems.
