The Greater Dayton Regional Transit Authority (RTA) is soliciting firm-fixed price quotes for heavy-duty industrial power washing, sweeping, and bus lane scrubbing services across five transit hubs in Ohio. The anticipated contract term is 36 months, covering the Wright Stop Plaza (WSP) and the East, South, West, and Northwest hubs. The scope of work requires the contractor to provide all labor, supervision, equipment, chemicals, and water, as well as wastewater recovery equipment to ensure no discharge enters storm drains or sanitary systems. Performance at WSP is estimated at 24 cleanings per year, typically between 1:00 AM and 4:00 AM, with a strict equipment pressure limit of 2,500 PSI for platform pavers. The four outer hubs require an estimated three cleanings each per year, generally between March and October during weekday business hours. Interested parties must submit electronic quotes via OpenGov by October 21, 2026, at 10:00 AM Eastern Time. Required submissions include at least three professional references, a SAM.gov screenshot confirming no active exclusions, a completed Debarment and Suspension Certification, and agreement to Net 30 payment terms. The RTA is exempt from State of Ohio sales tax and Federal excise taxes. Award decisions will be based on responsibility and quote completeness. Contractors must adhere to extensive federal and state regulations, including FTA terms, Title VI of the Civil Rights Act, the Americans with Disabilities Act, and restrictive stormwater pollution rules.
