PQ List for Pre-Demolition Asbestos Surveys (CD)

The City of Pittsburgh’s Department of Permits, Licenses, and Inspections is soliciting pre-qualified contractors to perform pre-demolition asbestos surveys under Solicitation Number 2025-PQMA-187, with a contract term running from execution through June 30, 2029. All proposals must be submitted electronically by March 31, 2029, via email to contracts@pittsburghpa.gov or through the secure ProcureNow portal; submissions through OpenGov or other non-approved methods will be rejected. Contractors must be registered in SAM.gov with a valid Unique Entity Identifier and hold current, third-party certifications for any claimed disadvantaged business enterprise status, including minority, women, LGBTQIA+, or veteran-owned classifications—self-certification is not accepted. The evaluation is based on a Lowest Price Technically Acceptable model, where non-compliance with any documentation, outreach, or certification requirement results in automatic disqualification. Bidders must demonstrate good faith efforts by documenting outreach to DBEs, including pre-bid meetings, written solicitations, follow-ups, and assistance with bonding or insurance, with full records retained for three years post-completion for audit purposes. The City reserves the right to inspect work on-site and reject nonconforming deliveries or services, with payment governed by Net 45 terms. Contractors are bound by strict confidentiality obligations, prohibition of intellectual property claims on deliverables, liability limitations tied to available funding, and obligations to provide up to three months of transition assistance if the contract is not renewed. Key personnel substitutions require prior written approval, and contractors must certify they are not debarred under federal guidelines, with violations subject to contract termination and civil or criminal penalties.
