The Department of the Air Force is seeking Woman-Owned Small Businesses (WOSB) to participate in a pre-solicitation advisory multi-step process for awarding a single-award Simplified Acquisition of Base Engineering Requirements (SABER) Indefinite Delivery, Indefinite Quantity (IDIQ) contract. This contract will cover a wide range of maintenance, repair, and minor construction tasks on real property at locations including Joint Base Andrews, Maryland, Davidsonville and Brandywine, Maryland, Joint Base Anacostia Bolling in Washington, D.C., and the Air Force Memorial in Arlington, VA. The government aims to minimize unnecessary proposal costs by evaluating capability packages submitted by interested WOSB firms, providing advisory feedback on their viability as competitors before the formal solicitation. Interested offerors must demonstrate their bonding capacity with a minimum of $5 million per project and $30 million aggregate, provide evidence of experience managing high volumes of simultaneous decentralized projects including past performance documentation, and verify WOSB certification from the SBA or an approved third-party. Capacity and past performance documentation must focus on the prime contractor’s qualifications, with joint venture submissions evaluated collectively. Capability packages are due by July 6, 2026, and will be assessed to advise respondents if they are likely viable competitors. However, any WOSB may still submit proposals for the upcoming formal Request for Proposal regardless of advisory notification results. Submissions are limited in length and must be sent via email to the provided government contacts.

PRE-SOLICITATION NOTICE: ADVISORY MULTI-STEP PROCESS

Simplified Acquisition of Base Engineering Requirements (SABER) IDIQ

Notice Type: Pre-solicitation (Advisory Multi-Step Process pursuant to RFO 15.101)
Set-Aside: Woman-Owned Small Business (WOSB)
NAICS Code: 236220 - Commercial and Institutional Building Construction (or applicable SABER NAICS)

1.0 PURPOSE AND AUTHORITY

The Department of the Air Force is issuing this pre-solicitation notice to conduct an advisory multi-step process in accordance with the Revolutionary FAR Overhaul (RFO) 15.101. The Government intends to award a single-award SABER Indefinite Delivery, Indefinite Quantity (IDIQ) contract.

The purpose of this process is to allow interested WOSB firms to submit information, allowing the Government to advise them about their potential to be viable competitors for this requirement. This approach is intended to minimize unnecessary proposal development costs for industry.

2.0 SCOPE OF SABER

This SABER contract will require the contractor to provide all facilities, material, labor, equipment, transportation and supervision necessary to perform a broad range of maintenance, repair, and minor construction work on real property at Joint Base Andrews, Maryland, remote sites in Davidsonville and Brandywine, Maryland, at Joint Base Anacostia Bolling, Washington, D.C., and the Air Force Memorial Arlington, VA.

3.0 SUBMISSION CRITERIA FOR ADVISORY EVALUATION

Interested WOSB offerors are requested to submit a capability package responding to the following three (3) criteria. Packages must clearly demonstrate the offeror's capability and capacity to successfully execute the SABER requirements.

Criteria 1: Bonding Capacity
SABER contracts require significant bonding capability to support multiple concurrent task orders. The offeror must demonstrate a minimum bonding capacity of $5,000,000 per project and $30,000,000 aggregate.

  • Requirement: Provide a letter from a Department of the Treasury-approved surety verifying this single and aggregate bonding capacity.

Criteria 2: Experience, Past Performance & Concurrent Project Management
The core challenge of a SABER contract is the ability to manage a high volume of simultaneous projects. The Government will evaluate the Offeror's historical success in maintaining quality and schedule while managing a high volume of concurrent, decentralized projects.

  • Format: Offerors shall submit a maximum of three (3) "Concurrent Program Profiles", Attachment 1. For each profile, the Offeror must explicitly state the peak number of simultaneous projects executed, the total aggregate value, and the average individual project value to demonstrate Experience (capacity). Offerors must also include a brief narrative detailing their management approach to handling these concurrent requirements.
  • Past Performance Validation: To demonstrate Past Performance (quality of execution), Offerors must provide objective evidence for each submitted profile:
    • Federal Contracts: The Offeror must submit the most recent or final CPARS evaluation.
    • Non-Federal Contracts: The Offeror must submit an official client reference letter, a formal state/local government performance evaluation form, or, at a minimum, verified contact information (Name, Title, Email, Phone) for the client's primary oversight official.
  • Prime Contractor Emphasis: The Government places significantly higher value and emphasis on the demonstrated experience and past performance of the Prime Offeror over that of any proposed significant subcontractor, teaming partner, or key personnel. While subcontractor performance may be submitted, the Prime must clearly demonstrate its own inherent capability to manage concurrent projects of this magnitude.
  • Joint Ventures: In the case of an approved Joint Venture (JV) offeror, the Government will evaluate the past performance of either or both entities comprising the JV to meet this requirement.

Criteria 3: WOSB Certification Status
This acquisition is set aside entirely for Woman-Owned Small Businesses.

  • Requirement: Offerors must provide a copy of the official letter from the Small Business Administration (SBA) or an SBA-approved third-party certifier showing definitive proof of WOSB status in accordance with 13 CFR 127.300. Self-certification is not acceptable for this submission.

4.0 GOVERNMENT EVALUATION AND ADVISORY NOTIFICATION

The Government will evaluate all submitted capability packages against the criteria listed above. Following the evaluation, the Contracting Officer will provide a written advisory notification to each respondent.

  • Respondents evaluated as possessing the requisite capacity, past performance, and socioeconomic status will be advised that they are considered viable competitors and will be encouraged to participate in the ensuing formal solicitation.
  • Respondents evaluated as lacking the requisite capabilities will be advised that they are considered unlikely to be viable competitors. The notification will identify the general area(s) where the submission was found deficient.

IMPORTANT NOTICE: In accordance with RFO 15.101, notwithstanding the advice provided by the Government in response to this notice, any WOSB may participate in the resultant acquisition when the formal Request for Proposal (RFP) is published.

5.0 SUBMISSION INSTRUCTIONS

Capability packages must be submitted no later than 06 July 2026 at 2:00 PM EDT via email to rianna.suver.1@us.af.mil and alisha.whittaker@us.af.mil. Packages are limited to a total of 8 pages (excluding the bonding letter, WOSB certification, and CPARS/reference attachments).
