The Department of Defense's Defense Logistics Agency (DLA) Energy has issued a pre-solicitation notice for fuel delivery contracts to various locations in Iraq, updating the original solicitation posting date from January 31, 2023, to on or around June 9, 2023. The solicitation will be open to all qualified vendors able to meet the specified requirements, with an anticipated award of three-year fixed-price contracts that include provisions for economic price adjustment. Fuel types required include Diesel Fuel (DF2), Turbine Fuel Aviation (JP8), Unleaded Mid-Grade (MUM), and Kerosene Grade No. 1-K, with estimated quantities totaling over 59 million gallons. Notably, the diesel fuel specification was changed from SFD to DF2, reflecting an update in the National Stock Number (NSN). Prospective vendors must be registered in both the System for Award Management (SAM) and the Joint Contingency Contracting System (JCCS) Next Generation, providing extensive documentation including business licenses, financial records, tax clearance, and identification for key personnel. Offers will not be considered unless both the vendor and proposed subcontractors are fully registered and approved in JCCS at the time of submission. Vendors should be prepared to demonstrate compliance with quality standards, storage, and transportation capacity, while also submitting past performance information. Price realism will be evaluated during the procurement process. Interested parties are advised to initiate registration processes early to ensure eligibility when the solicitation is posted.
