Request for Information - DCSA Personnel Vetting (PV) Fieldwork Services Requirement

Solicitation # RFIPVField2027

The Defense Counterintelligence and Security Agency (DCSA) is conducting market research through a Request for Information (RFI) for Personnel Vetting (PV) Fieldwork Services. The agency intends to establish a flexible, cost-efficient business model to provide investigative products, including Enhanced Subject Interviews and continuous vetting alert resolution, in support of the Trusted Workforce 2.0 transition. The proposed acquisition strategy involves awarding multiple Firm-Fixed Unit-Price (FFUP) single-award IDIQ contracts divided into two functional tracks: Track 1 for Initial Vetting and Track 2 for Other Vetting Scenarios. The projected contract structure includes a five-year base period with five one-year options, with a target award date of July 2027. Workload distribution will be managed through a dynamic, performance-based points system based on semi-annual evaluations of price, timeliness, and quality. Contractors must meet stringent security requirements, including CMMC Level 2 Third-Party Assessment for systems processing Controlled Unclassified Information and adherence to FedRAMP Moderate or DoD Impact Level 5 equivalency for cloud services. While services will primarily leverage virtual capabilities nationwide, the contract allows for in-person interviews and potential international fieldwork. All investigators must be trained according to National Training Standards, and the government retains final authority over the inspection and acceptance of all investigative products.
