Premise Distribution System

The State of Alabama has established a multi-award master agreement, contract number MA260000006249, for the design, installation, and maintenance of telecommunications Premise Distribution Systems. Effective March 2, 2026, this agreement serves state agencies and eligible local governments, schools, and universities throughout Alabama. The scope of work is divided into nine service catalog categories covering inside and outside plant fiber optic and twisted pair materials and labor, as well as general labor. Specifically excluded from this contract are cloud-based products and services provided under the state's Network Transport Services contracts. Awards are granted to up to five responsible bidders based on the lowest bid summary total, provided they meet all technical specifications and terms. Suppliers must adhere to strict technical standards, including TIA/EIA 568-A, B, and C, and provide a minimum ten-year warranty for new structured cabling installations. The contract mandates rigorous identification and marking requirements for all hardware and cabling, as well as a formal state inspection and acceptance process before invoices can be submitted. Administratively, awarded suppliers are required to pay a 2.0 percent administrative fee on all sales, remitted quarterly along with a detailed sales report. Payment is handled electronically via the State of Alabama Department of Finance. Suppliers must maintain comprehensive insurance coverage, including a 3 million dollar umbrella or excess liability policy, and ensure all personnel comply with state security policies and federal immigration laws. All materials must be shipped FOB Destination, with freight costs integrated into the bid pricing.
