The City of Norfolk is seeking qualified vendors located near Norfolk-owned reservoirs to serve as concessionaires for selling boat permits. These permits allow boating on City-owned reservoirs and are currently sold through the Department of Utilities Customer Service and an existing vendor at a Virginia Beach location. Moving forward, the City plans to implement an online platform for boat permit sales, while continuing to offer the option for customers to buy permits from approved local concessionaire vendors. The contract will be awarded to all responsive vendors who are in proximity to the reservoirs, submit a valid business license and insurance certificate, and maintain a $1,000 Fidelity and Crime Surety Bond or provide an equivalent certified check or cash escrow. This solicitation aims to establish a network of vendors to enhance access and convenience for boaters. The contract ensures continuity of service through both online and in-person sales at multiple locations. Vendors selected must comply with the City's bonding and insurance requirements, providing financial security for the contract term. The solicitation is managed by the City's Department of Utilities, with inquiries directed to the Procurement Specialist. The response deadline for interested vendors is early June 2026, indicating an upcoming opportunity for those in the Norfolk area to participate in this program.
