This public notice is for the urgent acquisition of commercial services and prepared in accordance with FAR Part 5.2 - Synopsis of Proposed Contract Actions and FAR Part 6.2 - Other than Full and Open Competition. 


The Library of Congress (Library) requires contract support to enable the systematic harvesting of content from the web based on instructions from Library staff, to provide temporary access to the content and required crawl reports for quality review, and to enable transfer of content to the Library for preservation and public access. This contract shall cover a critical period including the 2026 U.S. Elections.


This announcement constitutes the only public notice as proposals are not being requested from other parties and a written solicitation will not be issued. This notice accomplishes the following:


  1. Publicizes the Library's intendt to sole source this requirement to the business listed in the Justification and Approval (JA). 
  2. Synopsizes the requirements in accordance with the FAR. 
  3. Publicly posts the approved JA to sole source in advance of award. As a result of this, a second posting is not required after the award is made.
