Preservation Web Harvesting - Library of Congress

The Library of Congress is sole-sourcing a critical web harvesting contract to MirrorWeb under FAR Part 6.2 due to unusual and compelling urgency, specifically to support the preservation of digital content in advance of and during the 2026 U.S. Elections. This action, conducted pursuant to FAR Part 5.2, serves as the sole public notice, with no written solicitation or competitive proposals being requested. The contract, identified as 2026-LGD-0139, has a planned performance period from July 1 to December 31, 2026, and is limited to no option years. The requirement encompasses the systematic capture, temporary hosting, and transfer of up to 325 terabytes of web content from key federal entities, including Legislative Branch agencies, U.S. House and Senate offices and committees, Federal Courts, Library of Congress websites, select Executive Branch sites, and Indigenous Law websites. Performance includes 24 weekly crawls focused on U.S. Election-related content, six monthly crawls, and three extended crawls, with accompanying crawl reports for quality review and secure delivery of harvested data to the Library’s preservation systems. The acquisition falls below the simplified acquisition threshold and is based on pre-established pricing structures from prior contracts LCLSM21D0015 and LGD26T0002. The procurement is justified under a deviation from LCR 7-210 § 3.A, with no other sources considered or solicited. All performance is to occur in Washington, District of Columbia, and the contract is managed by the Web Archiving Section within the Library’s Digital Collections Management and Services Division.
