This is a competitive 100% Small Business Set-aside Invitation for Bid (IFB). The acquisition is subject to the North American Industry Classification System (NAICS) code of 237130 with a size standard of $45 million. This acquisition will be handled as an IFB prepared in accordance with Revolutionary Federal Acquisition Regulation Overhaul (RFO) FAR Subparts 14 and 36. A firm-fixed price contract award is contemplated. The project magnitude is estimated between $750,000 and $1,000,000. The place of performance will be on top of Elden Mountain near Flagstaff, Arizona, in Coconino County. Primary construction efforts under this project are anticipated to commence in April 2027.


Western Area Power Administration (WAPA), Desert Southwest Region (DSW) has a requirement at its Elden Mountain Communications Site for a qualified contractor to furnish all labor, supervision, material, licenses, permits, insurance, transportation, and equipment necessary to accomplish the following principal components of work:


  • Construct a GFE (Government-Furnished Equipment) communication tower & foundations
  • Construct a GFE wave guide bridge & foundations
  • Install GFE Unity Power Battery Backup System
  • Provide a 1,000-gallon propane tank and supply line
  • Provide new foundations
  • Provide a generator building and foundation
  • Provide and install a specified generator
  • Temporarily relocate boulders
  • Remove foundations for the existing propane tank and transfer existing propane from the existing tank to the new tank
  • Remove the existing communications tower and foundation to four feet below grade
  • Complete interior remodeling of the communications building
  • Remove and replace existing metal platforms and stairs outside of the communications building
  • Remove and dispose of asbestos-containing floor tiles
  • Relocate boulders to attain a natural look after construction

The contractor shall also remove and dispose of existing communications site material in accordance with the construction contract (Standard Form 1442); the contract clauses; WAPA’s Construction Standards; standard drawings; and the project specifications and drawings. All work shall be in strict compliance with the project’s specifications and drawings.
