The National Institute of Standards and Technology intends to award a sole source firm fixed price purchase order to Astrophysics Inc. for the preventative maintenance and support of its Astrophysics X-Ray machines. This equipment is critical for the Package Services Group to screen incoming mail and packages for explosives and bio-terrorism threats. Because the replacement parts are proprietary and Astrophysics Inc. is the only authorized provider, the government is utilizing FAR Part 6 302-1 to bypass competitive bidding. The contract structure consists of a one-year base period with four additional 12-month options for continued maintenance and support. This acquisition falls under NAICS code 811310 for Commercial and Industrial Machinery and Equipment Repair and Maintenance. While this notice serves as an intent to award rather than a request for proposals, the government allowed for responses until May 17, 2018, to determine if a competitive procurement was warranted.

NOTICE OF INTENT TO AWARD SOLE SOURCE Project Title: Preventative Maintenance for Astrophysics X-Ray Machine Announcement No.: NB192020-18-01205 The National Institute of Standards and Technology (NIST), hereby submits a notice of intent to award a sole source firm fixed price purchase order for preventative maintenance and support of the Astrophysics X-Ray Machine. Due to the proprietary nature of the replacement parts for the X-Ray machine, Astrophysics Inc. is the only company that can provide maintenance for the equipment. There are no other authorized resellers. The period of performance for this effort will be a one-year base with four 12-month options. The optional line items are for additional preventative maintenance and support. The X-Ray machines play a vital role in the operations of the Package Services Group. The machines are used daily to x-ray all incoming mail and packages. Without maintenance and service, we risk exposing NIST to the many dangers of explosives, bio-terrorism, etc. NIST intends to enter into a sole source purchase order with Astrophysics Inc., under the authority of FAR Part 6 302-1, 41 USC 3304(a)(1) - only one responsible source - for preventative maintenance. The North American Industry Classification System (NAICS) code for this acquisition is 811310 - Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance; the Small Business Size Standard is $7.5M. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 12:00 p.m. Eastern Time on May 17, 2018, will be considered by the Government. Questions or comments to this Notice of Intent should be directed to Purchasing Agent, Maliaka Pinkney, at maliaka.pinkney@nist.gov via e-mail only (no phone calls/voice mail messages regarding questions will not be accepted and will not receive a response). Please indicate in the subject of your email: Notice of Intent Question Submission - NB192020-18-01205. Future notices and announcements will be placed on NIST website at: https://oaam.nist.gov/Pages/Solicitation-NIST-Web-Post.aspx so please monitor for updates. Thank you.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
