I. AUTHORITY / METHOD OF ACQUISITION: Under authority of the Federal Acquisition Regulation (FAR) Part 13.106-1(b), the National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Joynson Mechanical Services LLC, PO Box 51, Ontario, NY 14519, as the only capable source that can meet the requirements for preventative maintenance and calibration for four NIST environmental walk-in chambers. The North American Industry Classification System Code 811310-Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, with a small business size standard of $7.5 million dollars, is associated with the requirements. II. REQUIREMENTS: NIST currently owns and utilizes four - custom-manufactured' NIST environmental walk-in chambers. The four NIST environmental walk-in chambers are essential tools to fulfill the NIST/IMG mission as temperature and relative humidity play an essential role in the performance of the concrete. Tests need to be conducted, in certain cases even as specified by standard procedures, in a temperature and relative humidity-controlled environment. Thus, the four NIST environmental walk-in chambers need to be in Original Equipment Manufacturer (OEM) working condition via proper preventative maintenance and calibration. The four NIST environmental walk-in chambers were - custom-manufactured' by the Contractor/OEM, Russells Technical Products (Russells) and are identified as follows: - Chamber #1 WMD-504-205-AC; Serial Number 02124160 - Chamber #2 WMD-576-205-AC; Serial Number 02124162 - Chamber #3 WMD-504-205-AC; Serial Number 02124161 - Chamber #4 WMD-576-205-AC; Serial Number 02124163 NIST requires a Contractor to perform bi-annual preventative maintenance and one (1) calibration, per year, for the four NIST environmental walk-in chambers. The four NIST environmental walk-in chambers must be in OEM working condition. The preventative maintenance and calibration service is intended for one (1) base year and four (4) option years which may be exercised at the sole discretion of the Government. III. SOLE SOURCE RATIONALE: The four NIST environmental walk-in chambers were - custom-manufactured' by Russells and originally installed at NIST by ULT Services, ULT Services was purchased by another company and only services residential heating and AC. Therefore, ULT Services is incapable of providing the services needed for the four NIST environmental walk-in chambers. The original installation technician with the sole unique knowledge of the four NIST environmental walk-in chambers now owns Joynson Mechanical Services LLC (Joynson) and is identified as the sole source business capable to meet the requirements. Joynson is uniquely qualified with the required knowledge and deep understanding (integral knowledge) of the four NIST environmental walk-in chambers to ensure proper preventative maintenance and calibration for 100 percent continuous operation of the chambers at NIST. No other business was identified as capable to meet the requirements. If another business were to perform preventative maintenance and calibration of the chambers it would have to possess integral knowledge of the chambers. Joynson possesses integral knowledge of the chambers since the chambers were - custom-manufactured'. There is a substantial risk of damaging the chambers if service is performed without integral knowledge of the chambers. The chambers must operate properly and continuously so that variance in temperature and relative humidity for the specimens are accurate. NIST intends to issue a sole source solicitation to Joynson and intends to negotiate with Joynson on a sole source basis. IV. INSTRUCTIONS / COMPLIANCE: This notice of intent is not a request for competitive proposals or quotations and no solicitation document will exist for the requirements. However, businesses interested in responding to this notice may submit technical data, including price, and sufficient documentation for NIST to assess and determine capabilities and qualifications to meet the requirements. All responses received by the closing date and time of this notice will be considered by NIST. A determination by NIST not to compete the requirements based on responses to this notice is solely within the discretion of the NIST. Businesses interested in responding to this notice: 1. May submit technical data, including price, and sufficient documentation of capabilities and qualifications to meet the requirements, in writing via e-mail, to Mario Gray using e-mail address: mario.gray@nist.gov, with the notice number referenced in the subject line of the e-mail. 2. Shall submit responses by no later than the closing date and time of this notice. Oral communications ARE NOT ACCEPTABLE in response to this notice.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
