*****AMENDMENT #1*****Please be advised that this Invitation to Tender (ITT) has been amended to answer the following Bidder(s) questions:Q1: One of the units in the Fredericton Region will not join the contract until September 6th, 2026, this will affect the annual price as it won't be a full 12 months. There is no actual specified approximate contract start date to estimate the annual cost. How would you like this unit priced, would you like us to use a contract start date of May 1st to April 30th for the sake of calculating the "annual cost" for your tender form? Obviously depending on when the contract is awarded this can be adjusted as we will have unit pricing per maintenance visit broken out and provided to you.A1: Yes, you can use the start date of May 1st-April 30th, for the sake of calculating the annual cost for the tender form.Q2: The Scope of Work, section 1.7.2 requires that parts and devices be supplied at a minimum discount of 25% off the manufacturer's current published list prices.A2: Yes, that is correct.Q3: Please advise how the required discount is to be applied in instances where the manufacturer or supplier does not publish formal list or catalog pricing. Specifically, please confirm what price basis shall be used to calculate the required discount in such cases. A3: If there's no published list or catalog price, the intent is usually to apply the discount to a reasonable, supportable baseline price. When no list price exists, the 25% discount should be applied to a verifiable, good-faith baseline price. All other information remains the same***SCOPEThe New Brunswick Housing Corporation (NBHC) is looking to establish a Service Contract for the preventative maintenance of elevators, lifts and associated equipment in public housing projects.The work under this contract includes all labor, materials, and equipment required to provide service and preventative maintenance of elevators, lifts, and associated equipment for all properties listed in Appendix I that is owned and managed by the NBHC. The contract shall be for a two (2) year period, commencing upon award, with the option to renew for two (2) additional one (1) year terms upon written agreement of both parties.OPTION YEAR PRICINGPricing will be subject to negotiation of a satisfactory contract price not to exceed the tendered price plus any published increase in the New Brunswick Consumer Price Index (CPI). If a mutually agreed upon price cannot be reached GNB reserves the right to re-tender, re-award or delete the item(s) in question.SPECIFICATIONSPlease see the attached document.During this contract NBHC reserves the right to add and/or delete individual elevators or lifts where required. The NBHC reserves the right to adjust the terms and conditions for any additional work, at the time of issue, upon mutual agreement between the NBHC and the Bidder. The decision on what is deemed as a minor change and what would require issuing a new tender for the additional work shall rest solely with the Province.NBHC reserves the right to cancel the contract by region or in its entirety at any time, with thirty (30) days advance notice to the successful bidder. The NBHC shall not be subject to any penalties or costs associated with contract cancellation. SUBMITTALSBidders must submit a scanned copy of their bid security deposit (Section 1.5) and should submit their qualifications (Section 1.10) as referenced in the attached specification with their bid submission.Bidders must include the Tender Form (Section 00 41 00) with their bid submission. Pricing listed for Parts and Devices Discount and Call Back Service will be carried over to the final contract but will not be used for evaluation purposes.GENERAL GUARANTEEPlease refer to Section 1.11 in the attached specification.CONTRACT AWARD CRITERIACompliant bids will be evaluated and awarded based upon the lowest compliant total price bid per region that meets the specifications listed within this document.The successful bidder must provide proof of insurance within seven (7) days of contract award as per Section 1.9 in the attached specification.Prior to award bidder(s) may be asked to provide references and the department may conduct reference checks and reserves the right to contact other departments and agencies within GNB to obtain information on the bidder's past performance withing the previous five (5) years. Results from the aforementioned consultation that are unsatisfactory to the Department, in its sole and absolute discretion, will result in the disqualification of the bidder's bid.HOW TO SUBMIT PRICINGBidders are to indicate their yearly price per Region in the "Unit Price Including Discount" column and extend the price (multiply Unit Price by 1) to the "Extended Price" column directly on this Invitation to Tender. The 'Unit Price Including Discount' and 'Extended Price' should NOT include taxes.Bidders may bid on one or all regions. All bids for each region must be complete and include the cost for all that region's projects as listed in Appendix I in the attached specification. Partial regional bids will not be accepted.NBHC reserves the right to tender separately for additional requirements if they cannot negotiate a successful agreement with the successful Contractor.DELIVERY DATE AND PRICEBidder agrees to perform services as detailed within the attached Specifications commencing upon contract award. Bids MUST include pricing for service delivery to the addresses detailed within Appendix I of the attached Specifications.BIDDER QUESTIONSAll inquiries should be received seven (7) calendar days prior to the closing date; any inquiries received less than seven (7) calendar days prior to the closing date cannot be guaranteed a response.
