Preventive Maintenance Service for Water Treatment System

The U.S. Embassy in Mexico City is seeking a contractor to provide preventive maintenance services for potable and recycled water treatment systems under a firm fixed-price contract with a one-base-year term and one option year, for a total potential duration of up to four years including all applicable option periods. The performance period begins on the date specified in the award letter and requires the contractor to deliver comprehensive water treatment services including site assessment, project management, professional water treatment, logistics, preventive and corrective maintenance, cost estimation, and general support, all aimed at controlling corrosion, scaling, deposits, and microbiological fouling to preserve the Embassy’s water infrastructure. The scope mandates compliance with detailed technical requirements outlined in Attachment A of the Statement of Work, including adherence to manufacturer specifications, submission of English and Spanish documentation for chemicals and equipment, annual four-hour operator training in both languages, and monthly written service reports delivered within seven business days. The contractor must maintain water quality within parameters defined in the SOW and operate under a government-approved quality control system with full access granted to U.S. Embassy auditors. Performance is subject to stringent oversight, including the requirement that no more than one customer complaint be received per month, with all equipment, chemicals, and testing kits requiring prior approval from the Contracting Officer’s Representative. Subcontractors are permitted but subject to the same compliance obligations, including insertion of key clause requirements into subcontracts. Offerors must be registered in the System for Award Management (SAM) and possess a valid Unique Entity Identifier (UEI), and all Mexican-based contractors must additionally hold REPSE registration, RFC tax identification, and demonstrate compliance with labor and social security obligations. Technical proposals must include a staffing plan for key personnel, a detailed organizational chart outlining roles and coverage models, and a comprehensive technical narrative addressing operations, preventive and corrective maintenance, water quality control, chemical management, reporting, and training programs. All submissions must be made electronically before the deadline of July 7, 2026, at 10:00 hours CST, and include signed SF-1449 forms with pricing in Block 23, payment registration forms (Attachments C, D, or E), safety plans, and vendor portal registration.
