Preventive Maintenance Services and Consumable

This contract is a Firm Fixed Price, Small Business Set-Aside solicitation under FAR Part 12 for preventive maintenance services on 3M Steri-Vac Ethylene Oxide sterilizers and Abator 50A systems at NIH facilities in Bethesda and Poolesville, Maryland. The base performance period runs from June 1, 2026, through May 31, 2027, with four optional one-year extensions available through May 31, 2031, granting the government flexibility to continue services without recompeting. The scope requires semi-annual on-site preventive maintenance conducted exclusively by original equipment manufacturer or OEM-authorized, factory-trained technicians, including cleaning, calibration, part replacement, and implementation of manufacturer-recommended updates. The contractor must supply manufacturer-approved ethylene oxide cartridges, specifically Part No. 7100044555, on an as-needed basis, with a projected requirement of 30 cases. Performance is evaluated based on technical capability, price reasonableness, delivery schedule, past performance, warranty terms, lifecycle cost, maintenance availability, environmental efficiency, and administrative compliance, with awards determined through a best-value trade-off process rather than lowest-price technically acceptable. Invoicing must be submitted quarterly in arrears through the IPP.gov platform, and all offerors must maintain active SAM registration with a valid UEI and TIN, certify as a small business under NAICS code 811210 with a $34 million size standard, and submit proposals electronically to the designated NIH contacts by May 28, 2026, at 5:00 PM EST. Delivery and acceptance occur at destination under FOB DESTINATION terms, with inspection and acceptance responsibilities held by NIH at the Bethesda and Poolesville sites.
