PRICE TERM AGREEMENT FOR SECURITY PATROL SERVICES AT THE HILO COUNTY BUILDINGS FOR THE DEPARTMENT OF PUBLIC WORKS, COUNTY OF HAWAI‘I

The County of Hawai‘i Department of Public Works is soliciting bids for a price term agreement to provide 24/7 security patrol services at three Hilo locations: the Hawai‘i County Building, Aupuni Center, and the Kaiko'o VRL Building. The contract consists of a one-year base period starting December 1, 2026, with four optional one-year extensions available at the County's discretion. The selected contractor will be responsible for frequent patrols of facilities and grounds to prevent vandalism and loitering, maintaining a security log, and implementing a checkpoint system with specific requirements for each building. Weekly reports must be provided to verify that checks are conducted every two to three hours. Bids are due by October 8, 2026, at 2:00 pm HST and must be submitted electronically via the OpenGov Procurement System. The award will be granted to the lowest responsible and responsive bidder. Qualified bidders must be licensed Guard Agencies under Hawai‘i Revised Statutes Chapter 463 and provide certification from the State Department of Commerce and Consumer Affairs. Mandatory requirements include proof of vendor compliance through Hawai‘i Compliance Express or relevant tax and labor certificates, as well as comprehensive insurance coverage, including Commercial General Liability and Professional Liability. The contract incorporates General Terms and Conditions dated May 10, 2023, and includes liquidated damages of 0.1% per day for nonperformance.
