Full Description

The objective of this Request for Proposal (“RFP”) is to secure a single comprehensive domestic student health insurance plan for student-athletes, through a qualified independent insurance broker (hereinafter referred to as “Broker” and/or “Bidder”). The successful Bidder shall be responsible for providing independent brokerage services and claims administration services to the State University of New York at Buffalo (“University”). Bids will only be accepted from insurance brokers, independent carrier licensees are not eligible to respond to this solicitation. A Managing General Agent/Managing General Underwriter that is vested with underwriting authority from a particular insurer, does not qualify as an independent insurance broker as required. It is the University’s intention to enter into an agreement with a Broker, that will collaborate with, and provide guidance regarding implementation and management of policy for the University Athletic Department’s primary insurance program. The Broker shall obtain the most advantageous placement of insurance coverage, including but not limited to, the terms and conditions of coverage, continuity and cost, carrier solicitation, claims administration services, and billing & reconciliation. In addition, the Broker must be capable of facilitating a wide range of services, including but not limited to those outlined in the Section 2: Specifications/Scope of Work. The Broker shall manage carrier solicitation for insurance services, conduct analysis in order to make educated plan recommendations to the University, evaluate plan designs in response to industry trends, labor market conditions, claims cost trends, alternative delivery systems, legal requirements, eligibility, cost-sharing, and benefit structure and network savings.
