PRIMARY CARE DIGITAL TRANSFORMATION (ELECTRONIC MEDICAL RECORD) IN ONTARIO

Supply Ontario is soliciting solutions to advance primary care digital transformation in Ontario through the Primary Care Medical Record Stream, which aims to secure one or more secure, interoperable Electronic Medical Record systems aligned with provincial digital health priorities. The required solutions must support a broad range of functions including practice management, patient engagement, clinical documentation, orders and results management, medication handling, quality analytics, reporting, and robust privacy and security frameworks. Technical foundations such as interoperability, integration, and seamless data exchange are critical to ensure compatibility across the provincial health ecosystem. This stream is designed to enable multiple vendors to be selected to meet the diverse needs of primary care providers across the province. Complementing the EMR solution procurement is the Customer Care Managed Services and Support Stream, which will establish a centralized support model to assist clinicians, vendors, and stakeholders through the transition to new digital systems. This stream covers comprehensive services including clinician onboarding, data migration from legacy systems, clinical and technical change management, and ongoing service desk support for technical issues. Supply Ontario anticipates selecting a single vendor for this support function to ensure consistency, coordination, and accountability throughout the implementation and adoption phases across Ontario.
