PRINTING AND MAILING SERVICES

The County of San Benito Treasurer/Tax Collector-Public Administrator (TTCPA) is soliciting proposals under Project ID TC2026-01 for integrated printing and mailing services for annual property tax statements. The selected contractor will be responsible for the printing, assembly, sorting, tracking, metering, and delivery of approximately 26,150 documents annually to the United States Postal Service. This scope includes the production of annual secured and unsecured property tax bills, bill backers, inserts, and various envelope types, such as #10 white window and #9 remittance envelopes. Technical requirements include the use of OCRA scan lines on remittance stubs, IMB processing for postage optimization, and CASS and LACSLink data processing. The contractor must provide all necessary facilities, equipment, and vehicles, while the TTCPA provides funds for postage. The contract is structured as a three-year agreement with two optional one-year renewals, potentially extending the term to five years. Award decisions are based on a best-value evaluation considering the proposer's demonstrated ability to perform services, experience, cost, and history with comparable entities. Key compliance requirements include maintaining comprehensive general liability, professional liability, and workers' compensation insurance, as well as adhering to strict non-discrimination and conflict of interest policies. Payment is set at net thirty days from the invoice date. Proposals must be submitted by September 30, 2026, via the OpenGov portal or physically to the Hollister, California office.
