Prisoner Housing Services

The contractor is required to provide comprehensive prisoner housing services for military personnel in civil confinement at a facility located at 1201 Huey Drive, Belton, Texas, with operations centered in support of the Directorate of Emergency Services at Fort Hood. The facility must house an average of 20 to 40 military prisoners daily, adhering strictly to Army Regulation 190-47, Texas Commission on Jail Standards, the Prison Rape Elimination Act of 2003, and standards recognized by the American Correctional Association or equivalent federal approval. All prisoners must be segregated by gender, pre-trial or post-trial status, and military versus civilian status, with no integration allowed in housing, dining, or activities. The contractor must ensure 24/7 operations, provide medically prescribed and religious meals, daily hygiene access, weekly laundry, dental care, and secure handling of prisoner property. Facilities must allow 24/7 access for legal counsel, chaplains, and DES representatives and prohibit any media communication by prisoners without explicit approval. The contractor is responsible for submitting a Quality Control Plan within 15 days of contract award, maintaining detailed records, and providing daily status updates to the Government via landline or in person, with immediate notification of medical emergencies, incidents, or grievances. The contract is structured as an Indefinite Delivery Indefinite Quantity (IDIQ) with one base year and four optional 12-month extension years, for a potential five-year period. Performance must occur within 25 miles of Fort Hood, and the Government retains custody and provides 24/7 transportation of prisoners. The contractor must designate a qualified Program Manager and alternate available during standard business hours, with full authority to act on contract matters, and must address any organizational conflict of interest through a mitigation plan submitted for Government approval.
