Full Description

This is a notice of intent to award a sole source contract pursuant to Federal Acquisition Regulation FAR 13.106-1(b)(1)(i) exclusive licensing agreements. The ACC-APG Tenant Contracting Division, Aberdeen Proving Ground,MD intends to award a Firm-Fixed Price sole source service contract to Softech Group Inc. CAGE Code:7RK91. This requirement is for the annual software maintenance, updates and technical support services for the ProductCenter Management System Software located at Edgewood Chemical & Biological Center (ECBC), APG, MD. Softech Group Inc. is the developer and owns the proprietary rights to the software. The company issued a Sole-source memorandum on January 30, 2019 stated that "SofTech Group Inc. certifies that ProductCenter is developed by SofTech Group Inc. and it is proprietary. SofTech Group Inc. is the only source for ProductCenter software maintenance and support services". The North American Industry Classification System (NAICS) for this requirement is 541511. Posting date of this requirement is February 1, 2019. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 4:00 PM Eastern Daylight Time, February 15, 2019.
