Professional Service Mechanical, Electrical, and Plumbing (MEP) Engineering Services

Collin County is seeking a qualified professional engineering firm to provide on-call Mechanical, Electrical, and Plumbing (MEP) services for various county-owned buildings and infrastructure projects. The scope of work includes the design, modification, and renovation of MEP systems, as well as specialized peer reviews, commissioning, fire protection engineering, and Registered Communications Distribution Designer (RCDD) services. The selected firm will support multiple departments by overseeing HVAC, electrical, and plumbing systems, assisting in contractor bid reviews, ensuring code compliance, and supporting life safety monitoring. Key deliverables include schematic design documents, detailed construction plans and specifications, and ongoing contract administration through final completion. The contract is scheduled for a one-year term beginning October 1, 2026, with the possibility of three additional one-year renewals. Selection is based on a points-weighted evaluation of demonstrated competence and qualifications, with a heavy emphasis on past performance on representative projects. Awarded firms must maintain a quality assurance program and provide professional malpractice insurance of at least one million dollars. All services must be performed on an as-needed basis, requiring the firm to have readily available resources to meet fast-paced timelines. The procurement process is governed by the Texas Local Government Code, and the final agreement will utilize the county's standard Engineering Services Agreement.
