Ysleta Independent School District is soliciting proposals for professional services focused on staff professional development, mentoring, coaching, research, and training. This is an informal request for proposal where awards will be made to multiple vendors on an incremental basis throughout the solicitation period, which remains open for responses until March 31, 2030. To be considered for an award, vendors must bid on the professional services training line item, as the district will not accept proposals for materials only. The scope of work requires that all services and support materials address the needs of diverse learners, including English Language Learners, Special Education, Dyslexia, and gifted and talented students. Proposals must be submitted electronically via the district's E-Bid system and include a fee schedule and, if applicable, a catalog or price list. Evaluation is based on a weighted scoring system, with the highest priority placed on purchase price (40 points), followed by reputation and quality (25 points) and the ability to meet district needs and long-term costs (25 points). A pass/fail gate requires the submission of at least three professional references to be considered responsive. Selected vendors must comply with Texas Government Code, including certifications regarding the boycott of energy companies and non-discrimination against firearm entities, and must provide insurance certificates and background checks upon the recommendation for award. Payment is processed via Electronic Funds Transfer typically thirty days after receipt of a correct invoice referencing the district purchase order number.
