PROFESSIONAL SERVICES: SPECIAL COUNSEL – HEARING OFFICER

The City of Camden is seeking to appoint up to five New Jersey licensed attorneys or firms to serve as Special Counsel Hearing Officers. These professionals will be responsible for presiding over various civil disputes, including those involving tax liens, license revocations, suspensions, terminations, and general disciplinary matters. Key deliverables include rendering fair and impartial decisions, preparing detailed findings of fact and conclusions of law, conducting legal research, providing advisory opinions to the City Attorney, and attending Governing Body meetings as requested. Compensation for these services is established at an hourly rate ranging from 150 to 250 dollars for attorneys, with the requirement that the selected firm covers all costs in advance of payment. Proposals must be submitted electronically via the Bids and Tenders portal by October 27, 2026. The City Council will award contracts to the most advantageous responsive proposers based on an evaluation of their understanding of the scope, expertise, experience with public entities, past performance, available resources, key personnel qualifications, and management approach. Mandatory requirements for submission include a New Jersey Business Registration Certificate, a W9 form, a non-collusion affidavit, and certifications regarding non-discrimination, the Americans with Disabilities Act, and non-involvement in prohibited activities in Russia, Belarus, or Iran. Selected contractors must also maintain comprehensive insurance naming the City of Camden and its officials as additional insured for the duration of the contract.
